A Legionella risk assessment is the foundation of water safety compliance. Under HSE's Approved Code of Practice L8, every employer, landlord, and duty holder who is responsible for a water system must carry out a suitable and sufficient assessment of the risk from Legionella. Why It Matters

Legionella bacteria can colonise water systems where conditions are right — particularly where water temperatures fall between 20°C and 45°C, where there's stagnation, or where there's a build-up of scale, rust, or biofilm. Without a proper risk assessment, you won't know whether your building is at risk. And if something goes wrong, the HSE will want to see evidence that you took reasonable precautions — starting with a competent risk assessment.

Every year, the HSE investigates outbreaks of Legionnaires' disease in the UK. Duty holders who can't demonstrate compliance face enforcement action, fines, and in the worst cases, prosecution. A quality risk assessment is your first line of defence.
